ANNOTATED TABLE OF CONTENTS



   INTRODUCTION

   CLEAN COUNTIES IN OHIO
   The 2004 presidential election was
   compared to other elections in seven
   counties in Ohio and no irregular
   or anomalous precincts were found.

   MOSS VS. BUSH

   JOHN KERRY CONCEDED TOO SOON
   Unofficial voter turnout data were
   examined for each county in Ohio,
   and it was found that the uncounted
   ballots in Ohio amounted not only to
   155,428 provisional ballots, but
   92,672 regular ballots as well.

   STEALING VOTES IN CLEVELAND
   Unofficial results were examined for
   every precinct in Cleveland.  Voter
   turnout was below 40% in 52 precincts
   and in two entire wards, and votes
   were shifted from Kerry to other
   candidates in at least 16 precincts.

PROVISIONAL BALLOTS IN CUYAHOGA COUNTY
Nearly 16% of provisional ballots in Ohio were from Cuyahoga County,
coming disproportionately from the City of Cleveland.  More than 30%
were rejected.  Still there were 43 precincts with less than 40% turnout.

STEALING VOTES IN COLUMBUS
The withholding of voting machines from predominantly Democratic
wards in the City of Columbus was found to have reduced Kerry's
margin of victory in Franklin County by 17,000 votes.

FAVORITISM IN THE SUBURBS
The generous distribution of voting machines to affluent suburbs
in Franklin County was found to have resulted in voter turnout
10% higher in Republican wards than in Democratic wards.

UNDELIVERED VOTING MACHINES
The number of voting machines withheld in Franklin County was at
least 124, not 68 as previously thought.  A truckload of machines
scheduled to be delivered was held back, all from Columbus precincts.

HACKING THE VOTE IN MIAMI COUNTY
The reported voter turnout was impossibly high in at least a dozen
Miami County precincts, especially when compared to the 2000 election,
with Bush getting nearly all of the new voters.

UNCOUNTED BALLOTS IN OHIO
Punch card ballots with no vote for President were heavily concentrated
in precincts that voted overwhelmingly for Kerry in Cuyahoga, Hamilton,
Montgomery, Summit, Stark, Trumbull, and Lorain counties.

DEFAULT SETTINGS IN MAHONING COUNTY
At least 20 to 30 touch screen voting machines in Youngstown were
programmed to default to Bush.  Other machines froze, or erased votes.

FADING AWAY IN FRANKLIN COUNTY
In Franklin County, votes for Kerry would “fade” from the electronic
voting machines.  As many as 2100 Kerry votes became “undervotes.”

ANOTHER THIRD RATE BURGLARY
Three weeks before Election Day, thieves broke into the Lucas County
Democratic headquarters and stole their computers.  Voter suppression
in dozens of targeted precincts reduced Kerry's margin by 6500 votes.

ELECTION RESULTS IN SOUTHWESTERN OHIO
Presidential election results and voter turnout data for the 2004 election
are compared with the 2000 election and found to be highly irregular in
Butler, Clermont, and Warren counties.

ONE MORE LOOK AT SOUTHWESTERN OHIO
Precinct analysis in Butler, Clermont, and Warren counties shows that
13,577 people must have voted for Ellen Connally for Chief Justice and
George W. Bush for President, or else the results are not true and correct.

COLD CASE

FORENSIC EVIDENCE NEEDED FOR OHIO
Documents that Triad Governmental Systems, Inc., a private company
that provided the vote-counting software to 41 counties in Ohio,
also provided the election results to Pike and Madison counties.

CATERPILLAR CRAWL IN CUYAHOGA COUNTY
Identifies fifteen multiple-precinct polling places where Kerry votes
were shifted to Badnarik, Peroutka, Bush or Nader, due to voters
casting ballots on the wrong machines, intended for another precinct.

LOG CABIN REPUBLICANS IN OHIO
Precinct analysis in Butler, Clermont, Delaware, and Warren counties
shows that 10,000 people must have voted for gay marriage and for
George W. Bush, or else the results are not true and correct.

THROUGH A GLASS DARKELY
Five counties in western Ohio (Auglaize, Darke, Mercer, Shelby, and
Van Wert) in which Connally got more votes than Kerry, are analyzed.
As many as 7000 votes appear to have been shifted from Kerry to Bush.
	
THE CONNALLY ANOMALY: A POLITICAL ANALYSIS
Election results in the 12 counties where Connally got more votes than
Kerry, all won by Bush, are compared with the other 60 counties won by
Bush, suggesting a vote shift of 60,000 votes from Kerry to Bush.

THE MOYER ANOMALY
Chief Justice Moyer received more votes than President Bush in Erie,
Stark, Mahoning, and Trumbull counties, and also in Cleveland, the
home town of Ellen Connally.  This chapter analyzes how it happened.

UNCOUNTED PROVISIONAL BALLOTS IN OHIO
Of 35,000 uncounted provisional ballots, (72.4%) were in ten counties,
eight of them won by Kerry.  Because provisional ballots cast in the wrong
precinct were not counted, Bush's margin was inflated by 4,500 votes.

TARGETING THE VOTERS IN CINCINNATI
In Hamilton County, 95% of the rejected provisional ballots were from
Cincinnati, where Kerry got 68% of the vote.  Only 5% were from the
suburbs, where Bush got 64% of the vote.

TARGETING THE VOTERS IN TOLEDO
In Lucas County, 87% of the voters whose right to vote was challenged
were registered in Toledo, and 40% of the challenged voters were in four
wards with only 7.8% of the voters, where Kerry got 86% of the vote.

PURGING THE VOTER ROLLS IN CUYAHOGA COUNTY
Prior to the 2004 election, 168,169 names were purged from the voter
rolls in Cuyahoga County, 63,721 of them in Cleveland.  The purge ratios
are correlated with the percentage that voted for Gore in 2000.

PURGING THE VOTER ROLLS IN LUCAS COUNTY
Prior to the 2004 election, 28,173 names were purged from the voter rolls
in Lucas County.  The purge was conducted fairly, but 405 formerly
registered voters who attempted to vote were unable to do so.

PADDING THE VOTER ROLLS IN OHIO
A comparison of census data with voter turnout data reveals that in
parts of Delaware and Geauga counties, there were not enough persons
above the age of 18 to account for the number of registered voters.

FREELY AMENDED RESULTS IN MIAMI COUNTY
A review of the voter histories in the database for Miami County
reveals that the official turnout data are wrong in every single
precinct.  In 35 of 82 precincts, the official results are impossible.

FORENSIC EVIDENCE

WHY THE BALLOTS WERE NOT COUNTED
Uncounted punch card ballots from 46 precincts in Cleveland were
examined.  7.2% were blank ballots, some of them unused ballots
substituted for real ones.  22.8% were Kerry votes shifted to Nader.
45.5% were double-punched for two or more presidential candidates.

DISTURBING GRAPHIC IMAGES

PRE-PUNCHED BALLOTS IN DEEP BLUE PRECINCTS
Uncounted punch card ballots from 8 urban counties were examined.
5.75% were blank ballots.  2.53% had dimpled chads, nearly all of them
in Dayton.  8.14% were Kerry votes shifted to Nader.  66.09% contained
multiple punches for president, Kerry losing 1911 votes, Bush losing 134.

VOTER TURNOUT IN CUYAHOGA COUNTY
Voter signature books from 37 precincts in Cleveland were examined to
find the reasons for low voter turnout. 2.85% of the names on the voter
rolls were duplicate entries.  9.94% were absentee ballots not counted at
the precinct level. Still there were 9 precincts with less than 40% turnout.

ABSENTEE BALLOTS IN CUYAHOGA COUNTY
Absentee ballots from 14 precincts in Cleveland were examined. There
were 655, according to official results, but 739 were found, more than the
number returned by the voters, proof of ballot box stuffing.

ABSENTEE BALLOTS IN TRUMBULL COUNTY
Allegations of absentee ballot box stuffing in Trumbull County are not true.
The absentee ballots photographed very nearly match the official totals, and
there are few absentee ballots for Bush in some of the “suspect” precincts.

PROVISIONAL BALLOTS IN RED AND BLUE COUNTIES
In Ohio, provisional ballots were not counted if cast in the wrong precinct.
But in Miami County, 165 provisional ballots counted were cast by voters
registered in another county, whereas in Franklin County, 623 provisional
ballots were rejected when cast by in-county voters in the right precinct.

RAIN-SOAKED RECORDS IN MIAMI COUNTY
Records in Miami County revealed too many provisional ballots counted
in 53 of 82 precincts, too few absentee ballots counted in 74 of 82 precincts,
570 “recount remakes,” ballots sorted by candidate prior to the “recount,”
and ballot box stuffing in Troy 4-F, Tipp City F, and Concord South West.

TALES FROM THE DARKE SIDE
Records in Darke, Mercer, Shelby, and Van Wert counties revealed wide
disparities between regular and absentee ballots, non-random sequences
of ballots in the stacks, and many more ballots than the number of voters
in the official results or in the signature books, proof of ballot box stuffing.

STICKERS AND SMILEY FACES IN CLERMONT COUNTY
In Clermont County, marks on ballots were covered with stickers, altering
the choices of voters; there are more ballots cast in the official results
than the number issued to voters; the “recount” was rigged by selecting
the precincts in advance; unused ballots were destroyed, and stub numbers are
absent from the voter signature books, making a full audit impossible.

RIGGING THE TABULATORS IN BUTLER COUNTY
In Butler County, on Election Day, an ES&S technician, uninvited by the
Board of Elections, reprogrammed all six tabulators.  In 9 of 13 precincts
audited, the count of ballots photographed does not match the tabulated
results.  In 8 of 13 precincts, the ballots were in a non-random sequence.
In Monroe City 4CA, there were 212 consecutive ballots for Bush.

DELAWARE COUNTY: A CRIME SCENE INVESTIGATION
In Delaware County, paramilitary police were called five times to interfere
with our attempt to look at ballots.  Gay shop owners, Boy Scouts, and a
mentally retarded chad scraper were offered as explanations for various
election anomalies.  The Board of Elections can only account for 94,443 of
100,676 voters said to have been registered on November 2, 2004.

CARD TRICKS IN DELAWARE COUNTY
In Delaware County, 359 consecutive ballots for Bush were found in
Genoa I, and in 7 other precincts the ballots were not in a random sequence.
In 14 precincts audited, 1780 ballots in favor of gay marriage are punched
for Bush, and 356 of these were punched for the straight Republican ticket.

PROVING THE CONSPIRACY IN WARREN COUNTY
In Warren County, under cover of a fake “homeland security alert,” ballots
were shifted from precinct to precinct in order to alter the vote count.
Connally got more votes than Kerry, Bush got most of the gay marriage
supporters, and “wild card” ballots were found with no precinct printed.

BASELINE DATA FROM HARRISON COUNTY
All ballots and poll books from Harrison County were photographed,
found to be reliable, and used as baseline data, offering, by comparison,
proof of fraudulent voting patterns and accounting procedures elsewhere.

SHREDS OF EVIDENCE
Boards of Elections in 56 of 88 counties in Ohio have destroyed some or
all of the records for the 2004 presidential election, in violation of the
Ohio Revised Code, or a federal court order, or both.  As a consequence,
Charges made in this book can no longer be addressed, much less disproved.

HOW MANY BALLOTS WERE DESTROYED
Calculations based upon records obtained from Secretary of State Jennifer
Brunner show that more than 1.58 million ballots were destroyed.  At least
566,000 of these were voted ballots, and the rest were unused or spoiled.

AUDITING THE MID-TERM ELECTION
Diebold and ES&S tabulators are programmed to produce two sets of
numbers for ballots cast.  In the 2006 election, Diebold reported 12% to
26% undervotes in 16 counties in Ohio, and 100% turnout in 60 precincts in
Cuyahoga County.  ES&S reported 110% turnout for all of Summit County.

ESTIMATED VOTE COUNT IN OHIO
The evidence is summarized.  Due to the Connally anomaly, withholding
of voting machines, voter suppression, ballot tampering, electronic voting
machines, uncounted provisional ballots, and vote migration, the net loss
to Kerry is estimated at nearly 200,000 votes.

CONCLUSION

THE CASE FOR HAND COUNTED PAPER BALLOTS
The author's recommendation: paper ballots, counted by hand, at the
polling place, in full public view, on Election Night, no matter how long
it takes.  Nothing else will restore public confidence in the vote count.
